Congress Daily quotes Senator Baucus that he expects HR6331 to come up for a vote again tomorrow. The first vote would be a vote for cloture - a vote to end discussion of the bill - which requires 60 Aye votes to pass. If the cloture motion passes then there would be a second vote - a vote on the actual bill.
It is widely assumed that HR6331 will pass - a simple majority is all that is needed - the big question is whether the bill will get enough votes to scare off a Presidential veto. 67 votes are need to overturn a Presidential veto but it is thought that a vote in the 63 to 65 range would be enough to get the President to back off on his veto threat.
Today on the floor of the Senate (at a bit past 11AM EST), Senator Durban spoke for about 11 minutes. [I can't seem to get the C-SPAN video link to work - to view the video click on "Mr. Durbin" at the 11:15 mark from this page] Durbin first spoke for about six minutes on the historic use of the filibuster (cloture ends discussion i.e. ends a filibuster); for his last five minutes Senator Durbin spoke specifically about HR6331, confirming the expectation that there will be a vote tomorrow.
